Sudan’s Transitional PM Introduces Peace Blueprint to End Civil War
The framework—encompassing ceasefire terms, RSF disarmament protocols, and humanitarian provisions—offers a realistic, enforceable and inclusive framework to protect civilians, end atrocities, restore state authority, and pave the way for national reconciliation, he told the Security Council.
"We need to declare a comprehensive ceasefire under joint monitoring by the United Nations, the African Union, and the League of Arab States, in parallel with the withdrawal of the rebel militia from all areas it occupies," Idris said.
"There is a need for the withdrawal of militia combatants and their grouping in agreed-upon camps under joint supervision. This supervision is to be carried out by the UN and African and Arab actors," he added.
Idris stressed the critical importance of facilitating the safe return of internally displaced persons to their regions of origin, along with the voluntary return of refugees, and the unhindered flow of humanitarian assistance to conflict-affected areas.
The Sudanese transitional government will adopt confidence-building measures in political, economic, security and social dimensions, he said, pledging to hold inter-Sudanese dialogues among political actors, followed by free and fair elections under international supervision.
Sudan has been engulfed in a deadly conflict since April 15, 2023, when fighting broke out between the SAF and the RSF, leaving tens of thousands dead and millions displaced inside the country and across its borders.
